The International Carbon Action Partnership (ICAP) is an international forum of close to 40 governments and public authorities from around the world that have implemented or are planning to implement domestic emissions trading systems (ETS). ICAP supports member jurisdictions in sharing best practice and advancing the state of the art on ETS design and implementation. The work of ICAP focuses on the three pillars of technical dialogue, knowledge sharing and capacity building activities relating to emissions trading.

Your working field
Transitioning to a low-carbon economy is a key imperative if humanity is to avoid the worst impacts of climate change. The required transition is most pressing and urgent in Asia, home to 60% of the world’s population, with some of the fastest-growing economies and largest emitters across the globe. Based in Berlin, adelphi is a leading global think tank and public policy consultancy working on all aspects of this challenge as well as broader climate, environment, and development challenges.
You will be joining the Carbon Markets and Pricing Team at adelphi as a dynamic and creative China and/or Asia climate policy specialist. You will support and shape the work of the Secretariat of the International Carbon Action Partnership (ICAP) and help us enhance our strong track record and reputation through research, dialogue, capacity-building, and advisory projects for both national and international clients.

Your tasks
- Research and policy analysis: closely track and engage with carbon pricing and climate policy developments in China and/or Asia, develop a thorough understanding of carbon pricing instrument design and implementation, and become a trusted point of contact for project partners and clients in the region.
- Network development: nurture and advance our team’s networks with policymakers and experts in the region and act as the ICAP Secretariat’s focal point for China and other Asian countries. Develop joint research and collaboration ideas and implement them in cooperation with Chinese and international partners.
- Capacity-building: design and implement training courses to effectively convey carbon pricing know-how to policymakers, practitioners, and other stakeholders in the region and beyond.
- Project acquisition and management: support the team in acquiring new projects and in the delivery of acquired projects.
- Communication and knowledge products: write reports and opinion pieces and develop communication strategies and products to effectively disseminate the results and insights from our projects to Chinese and/or Asian audiences.
Your qualifications
- A Masters’ degree in economics, international relations, law or political science, with a specialization in climate policy, environmental economics, law, or related fields.
- At least 2 years of relevant working experience in climate policy (2+ years of relevant experience for appointment at consultant level, 4+ years for manager level, 7+ years for senior manager level), preferably in Asia, and ideally in China
- Commitment to and sincere interest in carbon pricing as a key tool for climate mitigation; high motivation to advance this topic in direct collaboration with international organizations, think tanks, academia, civil society, and the private sector.
- Excellent oral and written communication and presentation skills. Spoken and written fluency in English; strong preference for minimum professional fluency in Mandarin Chinese; other Asian languages (e.g., Thai, Bahasa, Vietnamese) may substitute.
- Excellent analytical and writing skills, ability to work in teams, and strong inter-cultural competence.
